The results of the 2020 U.S. Census have shown stagnating population growth in California, resulting in the state losing a seat in the House of Representatives.
Because of its slow population growth compared to other states, California is set to lose one House of Representatives seat for the first time when districts are redrawn, according to census data.
The Permanent Apportionment Act of 1929 kept the House of Representatives fixed at 435 seats.
Because new seats are not added to the House, existing seats are instead shifted from slower-growing areas to areas with higher population growth.
It is projected that the congressional seat may be taken out of Los Angeles due to the county’s slow population growth compared to other areas in the state.
Of all its bordering counties, Los Angeles County has seen the least population growth from 2010 to 2019 according to census data.
While Los Angeles County experienced an estimated 2.2% population jump in that time frame, Ventura County saw a 2.7% rise in population and Orange County experienced a 5.5% rise. San Bernardino County and Kern County’s populations rose an estimated 7.1% and 7.2% respectively.
According to census estimates, the main cities in California’s 25th congressional district, which include Santa Clarita, experienced an average of 2.02% population growth between 2010 and 2019.
The City of Santa Clarita experienced an estimated 2.5% population increase in the same period.
Although not as dramatic as in some other areas, the population growth in the 25th Congressional District is not particularly low, making it less likely that the redrawing of districts would affect Santa Clarita, according to census data.
California is the only state in the western half of the United States to lose a seat in the 2020 census. The other states that lost seats were Illinois, Michigan, New York, Ohio, Pennsylvania and West Virginia.
Several states gained seats during the census redistribution. Nearby Texas was the only state to gain two seats in the House of Representatives. Oregon, which sits along California’s northern border, also gained a seat.
Colorado, Florida, Montana and North Carolina each gained one seat in the House of Representatives.
Redistricting can begin when redistricting data is released by the Census Bureau.
The Census Bureau expects to deliver redistricting data to states by August 16. Full redistricting data with toolkits are expected to be delivered by September 30.
