$600 ‘Golden State Stimulus’ Proposed By Governor Newsom For Low-Income Californians


Governor Gavin Newsom announced a state budget proposal Wednesday that would give millions of low-income California taxpayers a $600 stimulus payment.

The proposed payment, announced Wednesday, would go to people with annual incomes of less than $30,000, including immigrants living in the country illegally who file taxes with the state. Roughly 4 million people would be eligible for the payment, for a total state cost of $2.4 billion. Newsom is also asking the Legislature to extend a moratorium on evictions.

“Through the Golden State Stimulus, Californians who have been impacted by this pandemic will get help to provide for their families and keep a roof over their heads,” said Newsom. “This plan will provide relief for Californians in need by distributing $600 rapid cash support – for some, at least $1,200 when coupled with federal relief – and extend the eviction moratorium.”

Newsom’s proposal would give money to people who receive the California Earned Income Tax Credit (CalEITC), a credit for families earning less than $30,000 that includes some undocumented and mixed-status families. About 3.9 million households applied for the tax credit last year, according to Newsom’s office.

The $600 payment matches a federal stimulus payment approved by Congress, meaning some Californians could receive $1,200 in relief.

The payments would be sent out to tax year 2019 CalEITC recipients in February and March 2021, according to state officials.

ITIN taxpayers, who are newly eligible for the CalEITC, would receive the additional tax refund after they file their 2020 tax return, typically in February through April of 2021. The timing of these refunds is meant to immediately help low-income households with expenses like food and rent, officials said.

The Golden State Stimulus and eviction moratorium extension proposals Newsom announced  Wednesday are part of his 2021-22 state budget plan, which he will unveil in full Friday.

They are part of what Newsom is calling his early action budget plan, a series of emergency expenditures he’s asking lawmakers to pass immediately when they return to Sacramento on Monday. Normally, budget bills take months to craft and don’t pass until June, ahead of the July 1 start of the fiscal year.

Today’s announcement builds on the Governor’s Equitable Recovery for California’s Businesses and Jobs plan, the business and workforce recovery elements of his 2021-22 State Budget that will help California through the COVID-19 pandemic and advance an equitable, broad-based recovery with more than $4.5 billion in investments.
