Board Of Supervisors Poised To Approve Placement Of Juvenile Offenders In Santa Clarita


Members of the Los Angeles County (L.A. County) Board of Supervisors have recommended approving the placement of male juvenile offenders near residential areas in Santa Clarita in a coming meeting Tuesday.

On Tuesday, the L.A. County Board of Supervisors is set to vote on whether to approve the Division of Juvenile Justice (DJJ) Subcommittee’s plan to move male juvenile offenders from across Los Angeles County to the defunct Camp Joseph Scott or Kenyon Scudder in Santa Clarita.

“This motion was added to the agenda without any communication with the City of Santa Clarita or our residents,” said representatives for the City of Santa Clarita. “This motion was made without any consultation with the City, and the Santa Clarita City Attorney’s Office is currently evaluating all legal options.”

Supervisors Holly Mitchell and Sheila Kuehl, representing L.A. County’s second and third districts respectively, have recommended accepting the DJJ subcommittee’s plan to transfer male juvenile delinquents to Camp Scott or Camp Scutter in Santa Clarita.

Neither Mitchell nor Kuehl represent the Santa Clarita area.

The offenders would be moved to Camp Kilpatrick in Malibu temporarily as renovations would be made to update either Camp Scott or Camp Scudder in Santa Clarita.

Additionally, in the same Tuesday meeting, the supervisors are set to address a request to renovate Camp Scott filed by the Los Angeles County Department of Public Works.

The project, which would update street lighting and guardrails on the road leading to Camp Scott, is presumably part of an effort to make the camp functional again so it can house new inmates in alignment with the DJJ’s plan.

The City of Santa Clarita is encouraging concerned residents to contact the justice deputies for each supervisor before the Board of Supervisors meeting Tuesday.

In a meeting on June 23, Santa Clarita City Council unanimously voted against the decision to reopen Camps Scott or Scutter, which are both out of function and located near residential areas.

During that meeting, both city council members and residents of Santa Clarita spoke out against the DJJ’s plan, which was made without the knowledge or approval of officials with the City of Santa Clarita.

“The lack of outreach, input and thought to the residents of Saugus and all of Santa Clarita when it comes to housing juveniles who commit serious crimes is extremely disappointing,” said Councilman Jason Gibbs. “Modifying a facility to house criminals that have been convicted of rape, arson and even murder, so close to residential homes is not only inappropriate, but a disservice to the safety and family-first environment people have come to enjoy and expect from Santa Clarita.821
